The “Right to Education Act 2009” is implemented under the Samagra Shiksha Programme by the Secondary Education Department, Government of Uttarakhand. The scheme aims to provide free education, textbooks, uniforms, and the benefits of the PM Poshan Yojana to children up to Class 8 in private schools, targeting rural and urban children from weaker and deprived sections of Uttarakhand.
Benefits:-

  • Under Section 12(1)(c) of the Right to Education Act, children from weaker and disadvantaged sections in rural and urban areas of Uttarakhand are provided free education, textbooks, uniforms, and the benefits of the PM Poshan Yojana up to Class 8 in private schools.
  • In private schools, 25% of the total seats in the entry-level class are reserved for children from weaker and disadvantaged sections under Section 12(1)(c) of the Right to Education Act.
    Who is Eligible (Weaker & Disadvantaged Sections)?

Weaker Section: Families with an annual income of ₹55,000 or less, or BPL cardholders.
Disadvantaged Groups: SC, ST, non-creamy layer OBC, orphans, children with disabilities, children of widows/divorced mothers (income <₹80k), and HIV+ children/parents.
Income Threshold: Up to ₹4.5 lakh for certain disadvantaged groups.
How it Works:
Identification: Block Education Officers (BEOs) identify eligible children from slums, streets, etc., with help from Social Welfare Dept.
Admission: BEOs prepare ward-wise lists of children and schools, facilitating admission into private schools.
Support: The scheme aims to bridge learning gaps and ensure quality education for all, including teacher training and basic facilities in schools.
