NEP 2020 (National Education Policy 2020) is India’s new education framework, replacing the 1986 policy, aiming to transform learning through pillars like Access, Equity, Quality, Affordability, and Accountability, focusing on a 5+3+3+4 school structure, early childhood care, mother tongue instruction, skill integration from Class 6, and 3-4 year flexible higher ed degrees with multiple exit options, all to foster 21st-century skills and a knowledge society. Uttarakhand is a pioneer in implementing NEP 2020, notably as the first state to launch it at the pre-primary level with Balvatika classes in Anganwadis, focusing on foundational learning, critical thinking, approaches across early childhood, school, and higher education, with key steps including launching digital learning resources and aligning higher education for multidisciplinary growth, aiming for increased enrollment and skill-based learning in the state.

Key Initiatives & Features in Uttarakhand:
Early Childhood Care & Education (ECCE): Launched ‘Balvatika’ in Anganwadis to provide structured early learning for 3-6 year olds, focusing on play-based methods and foundational literacy/numeracy.
Foundational Stage Focus: Introduced practice booklets and aligned with national goals for learning at the foundational stage (ages 3-8).
Multilingualism: Emphasizes teaching in the mother tongue/regional language, crucial for Uttarakhand’s diverse linguistic background.
Curriculum & Pedagogy: Shift towards competency-based learning, critical thinking, creativity, and hands-on skills.
Digital Learning: Creation of digital repositories (e-Granthalaya) and online lectures (Uttarakhand Tele Education Network) to support e-learning.
Higher Education Reforms: Aims to transform institutions into large multidisciplinary universities with flexible credit systems (like the 4-year UG program) and increased Gross Enrolment Ratio (GER).
Implementation Status: Uttarakhand formally implemented NEP 2020 on July 12, 2022, becoming the first state to do so at the pre-primary level.
